Tuition and Fees

Tuition for each term is due on or before the first day of class. However, PBC may agree to accept payment from a qualified student’s financial aid sources in lieu of cash payments of equal amounts, and/or the student’s signed agreement to pay the term tuition in installments in accordance with the conditions and terms in the college’s Payment Plan available from the Bursar’s Office. A reduction in credit hour registration may cause either a reduction or loss of financial aid. PBC reserves the right to change tuition rates, fees, and other charges at its discretion when it is deemed advisable. It is the policy of the college to withhold all certificates, degrees, official transcripts, and other official recognition of work completed from students who have any outstanding overdue debts to the college. Books and Supplies
The average cost for textbooks and supplies is $810 per semester, varying slightly by program. PBC’s policy for purchasing the required textbooks and supplies places the primary responsibility on the students who may acquire these necessities from PBC or elsewhere.

Refund Policy
 
Program Cancellation Before Commencement of Classes.
The college will refund 100% of prepaid tuition if the student requests the refund in writing before the commencement of the term for which the tuition was paid with the exception of the non-refundable application fee (charged to all first-time students and re-admit students) and any bookstore liability incurred. Non-attendance or nonpayment of tuition and/or fees does not constitute official withdrawal.
 
Program Withdrawal After Commencement of Classes. The date on which the signed application for withdrawal is submitted is the official date of the student’s withdrawal. If a student notifies the school by letter, the official date of withdrawal will be the date of the postmark. Any monies paid to the college in excess of the sum due the college will be refunded within 30 days after notification in writing. A student who fails to notify the school of his/her withdrawal and stops attending classes shall be administratively withdrawn and receive a grade of “WU” in all his/her classes. In the event that such notification is not given in writing, refunds shall be made within 30 days from the date that the college determines that the student withdrew. In computing refunds, the college will consider the student to have been in attendance from the start date until the last date of the best available academic record.
If the student withdraws or is discontinued after instruction has begun, the college will refund tuition in accordance with the following schedule:
 
• 75% of the total tuition if withdrawal occurs in the first week;
• 50% of the total tuition if withdrawal occurs in the second week;
• 25% of the total tuition if withdrawal occurs in the third week;
• no refund will be made if withdrawal occurs during or after the fourth week of class.
 
Treatment of Title IV Funds When a Student Withdraws. The College Refund Schedule represents how much tuition you will owe should you withdraw or be terminated from PBC. Federal regulations now require schools to also calculate how much Title IV Funds (Pell Grants & SEOG) a student has earned based on the number of calendar days of their attendance prior to their withdrawal. The earned Title IV percentage is calculated by dividing the number of calendar days the student attended by the number of calendar days in the semester. This is the percentage of federal dollars earned by the student. If this percentage is greater than 60%, the student earns 100% of their federal financial aid for that semester. This calculation may result in the student owing PBC money based on the College Refund Policy as previously stated above.

Treatment of New York State TAP Funds When a Student Withdraws. New York State requires the college to report tuition liability to NYS Higher Education Services Corporation. TAP reduction and liability incurred is relative to withdrawal date and last day of official attendance. The student Financial Aid Office (Room 505) can answer any additional questions involving New York State TAP policies.
